In the Legislative Council, Congress selected Saleem Ahmed, a seasoned party organizer, for the chairmanship. Ahmed's political involvement started in student movements before he took on roles within the NSUI and Indian Youth Congress organizations. He has held multiple terms as a Council member and previously served as the Government Chief Whip in that chamber.
Unlike the Assembly proceedings, the Council election featured actual competition. The BJP-JD(S) alliance nominated P.H. Pujar to challenge Ahmed. Ultimately, Ahmed emerged victorious by securing eight more votes than his opponent.
Before assuming his new responsibilities, Saleem Ahmed presented a copy of the Indian Constitution as a symbolic gesture. Both elections occurred against the backdrop of ongoing political tensions between the ruling Congress party and opposition forces. BJP leaders expressed respect for the institutions of the Speaker and Chairman positions but criticized what they viewed as the ruling party pre-determining the occupants of these constitutional roles before the legislature could formally exercise its democratic choice.
