Months after the arrests of several teachers connected to this high-profile examination breach, the Central Bureau of Investigation has unveiled critical findings about what went wrong. According to the agency, one of the primary factors that compromised the integrity of this year’s medical entrance examination was the dual role assigned to certain educators. These same individuals who prepared the question papers were simultaneously responsible for translating them into Marathi, creating an unprecedented vulnerability in the examination process.
The three teachers identified in this lapse include Chemistry teacher P.V. Kulkarni, Physics teacher Manisha Gurunath Mandhare, and Biology teacher Manisha Sanjay Havaldar. Not only did these educators set the examination papers, but they were also entrusted with the translation work into Marathi. The CBI emphasized that this situation transformed the 2026 NEET incident from a simple “leak” into a substantial internal failure by the National Testing Authority. This stands in contrast to the 2024 incident, where a centre in-charge was allegedly involved in conspiring with a leak racket to steal and distribute question paper sets. The CBI has communicated these findings internally to the NTA and is anticipated to incorporate them into its official recommendations regarding the case.
Internal Procedural Failures Exposed
The investigation uncovered significant procedural weaknesses during the paper-setting phase. The CBI noted that the three teachers were maintained in a sanitised environment throughout the examination preparation period, following NTA protocols. However, during this critical timeframe, they were permitted to exit the sanitised zone, allowing them to return to their homes, conduct tuition classes, and resume their duties the following day. Additionally, these educators reportedly received considerable flexibility and time for completing the paper-setting assignments.
According to the CBI, these two critical factors enabled the teachers to memorise the examination questions effectively. They subsequently created a comprehensive question bank from memory, which was then provided to a select group of students. These questions were marked as “very important” for preparation, though the students remained unaware that these were the actual questions scheduled for the May 3 examination, which was ultimately cancelled. The investigation then turned its attention to understanding how these papers managed to spread across various regions of India.
The CBI identified Manisha Waghmare, a local beautician and key accused in the case, as the person who conspired with Dhananjay Lokhande to distribute the papers on a broader scale. This collaboration resulted in the papers taking multiple routes out of Maharashtra—passing through Rajasthan, Haryana, and Kerala—utilizing messaging platforms such as WhatsApp. This network transformed what could have been a localized incident into a “country-wide conspiracy,” which might have been prevented had Waghmare not been involved.
“A total of 13 accused have been arrested in the case, with several middlemen who sourced and distributed the leaked questions also identified and detained,” the CBI stated.
The financial investigation component of the CBI probe has yielded substantial results. The money trail analysis conducted by the agency revealed multiple financial connections among the accused.
“The money trail analysis was done, and several bank accounts, bank lockers and a demat account of the accused have been frozen,” the CBI confirmed on July 28.
