Dwarka’s Sector 19 Set to Host Delhi’s First State Guest House

Indiadailyupdate.com – Delhi is preparing to build its first state guest house in Dwarka, with the Expenditure Finance Committee clearing a proposal for “Delhi Sadan” in Sector 19. The facility is planned as an official accommodation and meeting venue for dignitaries, government officers and other visitors arriving in the Capital for conferences and formal engagements.

The project carries an estimated outlay of ₹151.97 crore. It received approval at the eighth meeting of the Expenditure Finance Committee for 2026-27, chaired by chief minister Rekha Gupta, on September 9.

Delhi Sadan has been proposed on a 3,899.42-square-metre parcel in Sector 19, Dwarka. The Delhi Development Authority allotted the land in 2020, and the tourism department took possession in February 2021.

The tourism department is leading the proposal, while the Delhi Tourism and Transportation Development Corporation will play a central role in moving the scheme forward. An architectural consultancy has already been engaged to prepare the design. The planned structure is intended to reflect elements associated with the architectural identity of historic Delhi.

Once tenders are accepted, construction is expected to take 21 months. The spending plan divides the overall allocation across three financial years: ₹20 crore in 2026-27, ₹121.97 crore in 2027-28 and ₹10 crore in 2028-29.

Focus on use beyond ceremonial visits

While granting approval, the finance committee highlighted the need for the guest house to remain actively used rather than becoming an idle public asset. The tourism department and DTTDC have been asked to develop a clear utilisation and revenue plan for the building and its facilities.

The direction reflects the practical challenge facing large government properties: they must serve official needs while also generating enough income to assist with ongoing upkeep. The committee has indicated that the design and management plan should accommodate government services and official functions, while allowing suitable facilities to earn revenue that can support operations and maintenance.

That requirement puts planning for Delhi Sadan beyond the construction phase. The departments involved must also prepare an operational strategy during the design stage, covering staffing, security arrangements, management of physical assets, statutory requirements and readiness to run the facility once it opens.

Project authorities have also been instructed to remain within the approved budget and completion schedule. A detailed project report, required statutory approvals and quality checks during execution are expected to form part of the implementation process.

A new official facility for the national capital

The proposed guest house would add a dedicated state-owned hospitality venue in Dwarka, one of Delhi’s major planned sub-cities. Its stated purpose is to support official visitors and events, potentially providing a single location for accommodation, meetings and related government activity.

For visitors arriving for official work, the project is envisioned as a facility tailored to institutional requirements rather than a conventional commercial hotel. Its eventual usefulness will depend on how efficiently accommodation, event spaces and other services are managed after construction is completed.

The committee’s emphasis on a revenue model signals that the government wants the site to have a sustained operating role. In practice, that will require the departments to balance access for official programmes with the need to keep spaces occupied and maintained.

Electric Bus Charging Infrastructure Also Cleared

The guest house approval follows another major infrastructure decision taken at an earlier committee meeting on September 2. The Expenditure Finance Committee approved ₹300.61 crore for dedicated electrical systems to support charging of electric buses at seven Delhi Transport Corporation and cluster depots.

The electrical project is a prerequisite for the planned expansion of Delhi’s electric bus fleet to roughly 14,000 buses by 2028. It includes 66kV power in-feeds, three 66/11kV grid substations and seven 11kV switching stations.

The locations named for the new infrastructure are cluster Dichaon Kalan, cluster Kair, DTC Dichaon Kalan, DTC Ghumanhera, DTC Kharkhari Nahar, Ghumanhera Cluster-1 and Ghumanhera Cluster-2.

BSES Rajdhani Power Ltd is to execute that work. After the necessary permissions are in place, the project is expected to require 18 months for completion.

Together, the two approvals show parallel investment priorities: a new state facility for official visitors in Dwarka and the power backbone needed to support a much larger electric bus network. Delhi Sadan will now move toward tendering and detailed implementation, with the government’s ability to meet its cost, schedule and utilisation targets likely to determine the project’s longer-term value.
